Buffing: Try the new radial bristle polishing wheels by 3M from www.riogrande.com. They are great for getting into tight spots without buffing down the more delicate components of a complex design. Use the larger 2 and 3 inch wheels with only 3 ply bristles  for finishing and polishing into slim spaces between settings. Use white or yellow wheels for roughing/cutting down (be careful of aggressive action), blue for intermediate finishing, to peach/beige and light green wheels for a final polishing. Dust free buffing, no need to apply rouge.

When using traditional cotton buffs, if you spray a little lamp oil (essentially kerosene) on the rouge before you apply compound to the wheel, the rouge will hold to the buff better, cut down faster, and last longer without caking up on the wheel or creating dust. This method does result in  toxic petroleum fumes which must be vented to the outside. You can use an old plastic hair spray bottle to mist the rouge. But don't breathe this in or you will end up with respiratory problems. Good ventilation is essential in all buffing, grinding, soldering, or plating operations. As an alternative to the $600+ ventilation/filtration units sold by jewelry supply stores you can make one yourself. Buy a strong blower motor for under $100, enclose it in a box of light plywood using inexpensive auto air filters to catch valuable gold dust while venting fumes to the outside with some simple ductwork from Home Depot http://www.homedepot.com/ . Or get a heavy duty commercial dust collector for under $200 from Harbor Freight and Tools.  http://www.harborfreight.com/  which you may modify with additional filters to recover precious metal dust. Vent blower output to the outdoors.
